Specifying a plastic pallet for electronics is a surface-resistance and grounding problem first, a material problem second, and a color or brand decision a distant third: a black pallet is not automatically conductive, and a blue pallet is not automatically safe for an EPA [S1].

The practical answer in 2026 is to write the spec around three numbers: surface resistance range, test method, and the grounding path for the load on top, then pick conductive, static dissipative, or standard plastic to match the most sensitive device on the pallet [S1][S4].

Three resistance bands, three buying risks

The single most useful spec line for an electronics-handling pallet is the surface-resistance band, because the band dictates both behaviour and the rest of the EPA that must surround the pallet [S1][S4]:

Conductive: 10^2 to 10^4 ohm. Used where high ESD-sensitivity devices are present, or where rapid charge decay is required to keep transient voltages below device damage thresholds [S4].

Static dissipative: 10^5 to 10^9 ohm. The default band for general PCB, sensor, and semiconductor handling; charge bleeds off slowly enough to limit discharge current but fast enough to keep potentials under typical HBM damage levels [S1][S4].

Non-static / insulating: 10^10+ ohm. Standard plastic, not specified for ESD-sensitive loads; charge can sit on the surface for minutes and couple into anything on top, including a partially open PCBA magazine [S4][S5].

Buying risk: ordering by label. "Anti-static" in vendor catalogues can mean anything from a topical coating that suppresses tribocharging to a fully conductive compound, and a coating typically loses performance with wash cycles, surface wear, and plasticizer migration [S1][S7].

Audit failures start at the magazine, not the pallet

Real-world ESD audit findings on PCBA lines almost always trace back to the interface between the magazine, the rack, and the pallet, not the pallet compound alone: open magazines on an insulating surface do not form a Faraday cage and leave the boards exposed to whatever field the surface is carrying [S5].

Two field-proven fixes, both sourced from practitioner discussion, are worth baking into any spec [S5]:

Insert a grounded conductive surface (stainless plate, grounded ESD mat, or a conductive pallet top layer) under the magazine so the magazine frame, which is typically stainless or aluminium, sees a common ground point with the EPA.

Measure, do not assume: a high-impedance contact voltmeter on the PCBAs inside the magazine, with the pallet artificially charged to worst-case, is the only honest way to confirm whether the chosen path is safe for the device class on the line.

The mechanical spec still matters. A common European/Asian format such as 1200x800x145 mm with 1300 kg dynamic load is a realistic baseline for warehouse loops, and the format needs to be declared alongside the resistance band so automated handling and pallet rack cells stay compatible [S6].

Static is generated by contact and separation, so the same pallet can be benign in one loop and ruinous in another: friction against coated floors, sliding on conveyor belts, films stripping off cartons, and forklift stop-start are the four most common charge pumps on a typical electronics warehouse route [S1][S4].

A spec that ignores the route will under-buy or over-buy. The minimum route review should cover floor material and grounding, relative humidity setpoint, conveyor surface, cleaning chemicals (some quaternary ammonium disinfectants destroy topical anti-static films), and whether the load is sealed cartons or exposed components [S1][S7].

Once the route is mapped, the resistance band usually picks itself. For example, a sealed-carton flow on a grounded concrete floor in a 40-60% RH zone can usually tolerate a static-dissipative pallet; a surface-mount line feeding exposed bare boards into a magazine needs conductive, plus a grounded magazine path, full stop [S1][S4][S5].

Type, format, and stackability for automated cells

Pallet format and stackability interact with ESD in a way most buyers miss. Nestable or stackable plastic pallets save floor space and integrate with material handling systems, but nested footprints change the contact area with the floor and therefore the grounding geometry, which matters if the pallet is being relied on as part of the discharge path [S3].

For electronics, the format shortlist in 2026 is narrow: 1200x800 mm (Euro-pool compatible), 1200x1000 mm (Asian standard), and 1140x1140 mm (North American bulk), all available in ESD-grade compounds from multiple moulders [S4][S6].

Decision rule: if the cell uses an electric pallet truck or a pallet stacker on a defined loop, pick the format that matches the existing fleet; if the cell is new, 1200x800 mm in stackable format is the safest baseline because it slots into most Euro conveyor and racking systems without rework [S3][S4].

Most 2026 RFQs collapse onto four material categories, and the differences are concrete, not marketing [S1][S4][S7][S9]:

Standard PP/HDPE plastic: 10^10+ ohm surface resistance, lowest cost, no ESD function. Use only for sealed commodity loads.

Anti-static (topical or additive): typically 10^9-10^11 ohm, suppresses tribocharge, does not provide a controlled discharge path. Cheapest "ESD" option, shortest service life in wash-down environments.

Static dissipative (carbon or fibre-loaded compound): 10^5-10^9 ohm, controlled decay, the default for PCB and component handling, good balance of safety and cost.

Conductive (high carbon load, metal-impregnated): 10^2-10^4 ohm, fastest decay, required for the most sensitive device classes, but harder to mould and more expensive.

Colour is not a criterion: black is often conductive because of carbon black, but loading varies, and moulders can tint any compound, so a blue dissipative pallet and a black conductive pallet can both be legitimate [S1][S7].

Standards and sourcing posture

Where a controlled EPA already exists (grounded bench, wrist straps, common-point ground), the PCBA-on-pallet problem reduces to "is the magazine path grounded," and the pallet becomes a secondary layer rather than the primary protection, which is the right way around for a plastic pallet that is fundamentally a logistics tool, not an ESD device [S1][S5].
